Anthony J. Marinello, MD, PhD
President, Board of Managers
Specializing in Family Practice, Dr. Marinello earned his medical degree at Albany Medical College and completed the residency program at St. Clare's Hospital. Certified by the American Board of Family Physicians, he is a member of the American Academy of Family Physicians, the New York State Academy of Family Physicians and the American Medical Association.
Dr. Marinello serves as the President of CapitalCare's Board of Managers. He has also served on the Board of Directors of Trustco Bank in Schenectady since 1996. He is a member of the NCAA Committee on Athletes at SUNY Albany, and serves on the Board of Directors of Capital District Physicians Health Plan (CDPHP). He is the President of Park Playhouse in Albany.
Dr. Marinello enjoys fishing, golfing and New York Giants football games.
Joan Regan Hayner, CMPE
Chief Executive Officer
Joan Regan Hayner began her career in the field of public accounting. She joined CapitalCare Medical Group, one of the region’s largest independently operated primary care practices, in 1997 as Controller. Joan was quickly promoted to Chief Financial Officer and then to Chief Administrative Officer in 2000, and then on January 1, 2004 Joan was named Chief Executive Officer. With her guidance, CapitalCare has experienced sustained growth and success. This growth is measurable by criteria including the number of medical practitioners and practice sites, expansion of services, and increase in total revenue and profitability.
Joan oversees all administrative departments within CapitalCare’s Central Business Office including Accounting and Finance, Billing and Operations, Contracting, Information Technology, Human Resources, Marketing, Purchasing and Special Projects.
A past honoree of the Capital District Business Review’s 40 Under Forty Award, and a graduate of the Capital Leadership Class of 2005, Joan was named the 2011 Outstanding Executive of the Year by the Capital District Business Review Women Who Mean Business Awards, 2012 Achieve Award recipient by Key4Women, 2013 Woman of Excellence by the Albany Colonie Chamber of Commerce’s Women’s Business Council, and a 2015 Resourceful Women Award recipient by the Capital Region YWCA. Joan is a member of the Albany Chapter of the Women Presidents Organization (WPO), board member of the Regional Chamber of Commerce where she currently serves as Board Treasurer, board member of the Center for Economic Growth (CEG), and is a past steering committee member of the Tech Valley Leadership program. Joan is a Past President of both the northeast (Albany) chapter and New York State Boards of the New York State Medical Group Management Association (MGMA). Joan has gained recognition for CapitalCare as a “Better Performing Practice” by the MGMA in all categories measured for the past fifteen years. Joan is also a certified member of the American College of Medical Practice Executives, and an Associate Member of the Medical Society of the County of Albany. Joan also chairs the Finance Committee for The Health Information Exchange of New York (Hixny). Joan has served multiple terms as a board member of the Alliance for Positive Health (Formerly AIDS Council of Northeastern New York), where she served as the board’s president for three consecutive terms, vice president for three consecutive terms, and treasurer for two consecutive terms. Joan currently serves on its finance and governance committees.
When not engaged in her professional, civic, or charitable pursuits, Joan spends time with another of her passions, competitive ballroom dancing. After a 23-year hiatus from dancing, Joan returned to the world of ballroom dance through the Fred Astaire Dance Studio in Latham, NY. Since returning to dance in June of 2007, she has competed in several competitions, including twice at the Cross Country National Dancesport Competition in Las Vegas, twice at the nationally and internationally acclaimed Ohio Star Ball in Columbus, Ohio, and in the summer of 2015 at the Fred Astaire World Championships in Las Vegas, Joan and her partner placed in the top 3 of all 49 events entered, and completed the competition winning 4 national and world titles.
Joan and her family enjoy discovering all the cultural and natural riches that the region has to offer.
Lou Snitkoff, MD
Chief Medical Officer
Dr. Louis Snitkoff, a native of Brooklyn, New York, is an alumnus of Union College in Schenectady, where he was elected to Phi Beta Kappa and earned his Bachelor of Science degree in 1973. He studied Medicine at SUNY Health Sciences Center in Brooklyn, graduating with honors in 1977.
Dr. Snitkoff completed his residency in Internal Medicine at Albany Medical Center from 1977-1979 and was a Chief Medical Resident from 1979-1980. He entered the practice of General Internal Medicine in Schenectady in 1980, and has been Chief Medical Officer of CapitalCare since 2000.
Dr. Snitkoff is a Past President of the Medical Society of the County of Schenectady and served as Internal Medicine Coordinator for the St. Clare’s Hospital Family Practice Residency for 23 years. He is President of the American Cancer Society Capital Region Board of Advisors and chairs the Patient and Family Services Committee. Dr. Snitkoff is Immediate Past Chairman of the Health Information Exchange of New York (Hixny), and he Chairs the Health and Public Policy Committee and the Diabetes Advisory Group of the New York Chapter of the American College of Physicians.
He is a member of the American Medical Association and the American College of Physician Executives, and a Fellow of the American College of Physicians. He and his wife, Gail, have two grown sons and two standard poodles.
Chief Information and Operating Officer
Craig brings 28 years of experience in information technology process, systems and automation. His areas of expertise include accounting systems, restaurant point of sale, and automation within hospital and physician practice systems. Craig began his career in accounting and restaurant automation and then transitioned into hospital and practice systems software development and integration. Craig has well rounded experience in both building systems used in healthcare and implementation and operations of these within hospitals and provider groups. He provides a creative, disciplined engineering approach to building and maintaining efficient and progressive process and systems. His goal is to enable systems that lead to the best experience and outcomes for our employees, patients and practitioners.
Prior to joining CapitalCare, Craig served as VP and Regional CIO within a large health system. He is helicopter pilot, artist, writer, mountaineer and researcher who holds a Bachelors of Science in Human Resource Management and a Masters of Science in Aeronautics.
Kathleen Mattice, BSN, RN
Chief Clinical Officer
Kathleen Mattice earned her Bachelor of Science Degree in Nursing from Niagara University in 1984. She has practiced as a Registered Nurse in acute care, home care and ambulatory care settings and has an extensive background in quality improvement, disease management and care coordination.
Kathleen has held progressively responsible leadership positions in healthcare since 1988 and is currently the Chief Clinical Officer at CapitalCare Medical Group. In this role, she provides leadership, management and vision to ensure that CapitalCare has highly effective clinical teams to execute their clinical mission and support their strategic plan. She has successfully developed and integrated multi-disciplinary care teams including Care Management, Social Work, Clinical Pharmacy, Medical Nutrition and Diabetes Education professionals.
Kathleen has been involved with CapitalCare’s quality initiatives including Patient Centered Medical Home recognition programs, the Comprehensive Primary Care Initiative sponsored by the Center for Medicare and Medicaid Innovation, and the New York State Diabetes Campaign, Meeting the Mark, funded by a grant from the New York State Health Foundation.
In addition to her role at CapitalCare, Kathleen is a member of local and national chapters of the Organization of Nurse Executives, the American Association of Diabetes Educators and the American Academy of Ambulatory Care Nurses, and serves on the Regional Advisory Board for the American Cancer Society.
She and her husband Dennis have 2 grown sons and reside in Niskayuna, NY.
